Add timeline event from comment

Create a timeline event from a button on the comment.

- Icon to be added to the toolbar on incidents only
- Tooltip will display above icon on hover
- Clicking the icon will add the comment to the timeline immediately, but the user will stay on the Summary tab rather than immediately being re-directed to the the Timeline tab
- A toast message will appear, letting people know the timeline has been added
- We should not disable the icon, and allow people to add the same comment to the timeline multiple times, if they want.
Frontend
- Show icon to add to timeline
- Call API when clicked
- Show toast message on completion
Backend
- Provide API to copy a comment to a timeline event
