Customize permissions for retrying jobs

Proposal

A customer is interested in a permissions feature where one can restrict a user from retrying a job. Right now, a developer or higher can retry a job. For this feature to work, perhaps a maintainer or higher in a project can restrict a developer from retrying jobs. This permission should be tied to the role in the project, so the feature could work on GitLab SaaS as well as self-managed.
