Summary
User Permission Export CSV does not reflect inherited roles after the role upgraded at the group.
Steps to reproduce
- Invite a user into a group with Reporter role
- Invite the user into a project under the group with Developer role
- Change the user's group role from Reporter to Maintainer
- Export permissions as CSV in the Admin Area

What is the current bug behavior?
Exported CSV still shows the user's project role "Developer" as shown below,
While GUI shows "Maintainer" and the user actually has Maintainer privilege (e.g. see settings menu)
