Please disable default where administrators can force push to protected branches

Proposal

It should be clear who can do the force-push. Currently, even with restrictive protected branch settings administrators can push https://docs.gitlab.com/ee/user/project/protected_branches.html#who-can-modify-a-protected-branch

The version at the time of this ticket creation is 14.5-pre

This is not clear from the project settings page
