Support keyset pagination for all API endpoints

It is hard to know which API endpoints support keyset pagination and which do not. When writing a library for GitLab API it is thus hard to know when it could be used by default and when not and we have to rely on developers to provide this information manually. Ideally, we could just use it by default on all API endpoints.
