Proposal

To help accelerate cloud licensing adoption, we're going to stop issuing (legacy) license files and start provisioning activation codes strictly.

Sensing Mechanisms

• Organic GitLab version upgrade rate
• Sentiment from the field, which can be measured by the level of ease/difficulty with handling objections or amount of time it takes to close deals.

Pre-Requisites

• support for offline, specifically public sector

• send a provisioning email with activation code only for any of the following Zuora order actions: {'NewProduct', 'RemoveProduct', 'UpdateProduct', 'Renewal'}
• remove references to (legacy) license file from purchase flow
• remove references to download (legacy) license file from subscription management
• remove references to (legacy) license file from self-managed admin page
