Opportunity Validation: Reduce time to green pipelines / fewer failed tests

Problem Statement

We believe it is a problem for users when pipelines run after code changes for >50% wall time only to fail on a flakey test or a test that is specific to the code change. The work items that come from this investigation will contribute to the Test Insights epic.
