GitHub importer - implementation plan

Problem

Before we can start working on larger pieces of the GitHub importer epic, we need to solve some UX issues and organize tasks.

The purpose of this issue is to define the next steps to set us up for success.

Next steps

• Investigate API limitations and the potential effects on UX
• Work on a proposal for creating a consistent user experience
• Gather feedback from UX
• Define a timeline for the implementation
