[FE] Sync for Instances with License Files

This is a placeholder for the frontend work required to implement https://gitlab.com/gitlab-org/gitlab/-/issues/330555/

Proposal

  • Adjust the upload license page's width to 990px (respect user preferences if they chose fluid/fixed layout)
  • Increase the size of the drag/drop area for uploading a license
  • Add horizontal line separating uploading/entering license
