Design Management support draggable comment pins
Job story
[When] viewing a design, [I want to] move comment pins, [so I can] space them out in case another comment covers it (or is covering part of the design?).

Proposal from @jareko
- Hover over a comment pin
- Hold the mouse down (Cursor: Move)
- While mouse is down, drag to new location
- To drop the pin, let go of the mouse
- Pin is now in a new location
