Problem Statement

The master branch being red in a project is a super actionable, important item to be aware of, and it can be surprisingly easy to miss if nobody is watching closely. This even happens occasionally to us internally here at GitLab, especially if a project is a bit off the beaten path. Whats the most effective way to notify people about this in projects, groups, and instances?
