Investigate: Share prometheus between 2 project

Problem to solve

It is possible to use a single Prometheus when it is been defined in the group level ahead of time, however, in case we'd set up Prometheus against a single project it is impossible to use the same Prometheus on a different project

Proposal

Investigate how to "Promote" Prometheus which is already associated with a project so it could be used by another project.
