The close/reopen buttons at the bottom of an incident should have "Close incident"/"Reopen incident" titles

The close/reopen button at the bottom of an incident has incorrect title.

Steps to reproduce

1. Navigate to Monitor > Incidents page
2. Click "Create incident" button at the top of the page
3. Fill in required fields such as title
4. Click "Create issue" button at the bottom of the page
5. Check the "close" buttons at the top and at the bottom of the page. The one on the bottom has "Close issue" button, instead of "Close incident".
6. Click "Close issue" (at the bottom), or "Close incident" (at the top).
7. Check the "reopen" buttons at the top and at the bottom of the page. The one on the bottom has "Reopen issue" button, instead of "Reopen incident".
