Wrong merge request in the pipeline notification email

Summary

After merging a merge request (!18299 (merged)), its pipeline has failed (https://gitlab.com/gitlab-org/gitlab/pipelines/89442407) and I've got an email which I believe has a wrong merge request link:

pipeline_mail

It points to MR !9800 which is obviously unrelated, it should be MR 18299
