Default User Scoped Workflow Labels

In previous versions of GitLab you could use workflow labels for your team but it was difficult to distinguish if an issue was in different workflows for different assignees. Starting in this release you can create @user
scoped labels and use those for your own personal workflow or tagging.
Problem to solve
I can't use universal workflow scoped labels because sometimes an item is not presently for me to do, but is for someone else. This makes it hard to manage a personal issue board.
Proposal
Enable users to create special @user::
labels that are also linked directly to the username in question. In the future we could surface these labels in unique ways or create them when creating a personal issue board.
