Milestones UX Improvements - Empty state for milestones needs UX help

In UX Scorecard research, it was discovered that there are a couple of opportunities with the empty state for milestones:

• filters show even though there is nothing to filter
• verbiage for the empty state simply reads, "No milestones to show" without a direct connection to the "New milestone" CTA.

Proposal

• Hide filters for the empty state page
• Update verbiage to be more descriptive regarding what milestones are, how the user can see milestones on the page and clear alignment between the empty state text and the CTA.
