Improve clarity of time preference setting

Problem to solve

The setting for time preference is not clear what is being turned off by unchecking the option. The user is choosing between options, but by using a checkbox to make this selection there is no information as to what the alternative is.

Proposal

Replace the checkbox with a radio selection.
