Enable `Calculate Composite Status in Ruby instead of using SQL`

We merged the !16808 (merged).

We should enable ci_composite_status and check the impact on systems.

We expect to see:

1. reduction in DB usage,
2. shorter execution times of all Pipeline-related workers,
3. shorter execution times of Pipelines-related controllers
