Docs feedback: Request for more information on Pipeline Status Notifications integration

This MR requests further information on the Pipeline Status Notifications integration, as I cannot find any documentation on it.
This Issue is a result of a US federal ticket (US citizenship and Federal ZenDesk instance access required to view) in which the customer reported that a user was still receiving pipeline status notifications for a project from which that user had been removed.
The admin was unable to determine the mechanism that was sending the user notifications, and I was unable to find information in the docs; I was only able to find an answer in a confidential issue.
