Editing release notes should generate "Activity" and Audit Events

Problem to solve

When I change the text on a release page, no "Activity" is created in the Project Information > Activity page. Further, there is no mention of the change in the Security & Compliance > Audit Events page. This means users can modify the text on a release page, and it is challenging to know when that change was made and by whom.

Proposal

All changes on the Release page should generate either Activity or Audit Events.
