Allow multiple Epics to exist on the same row of the Roadmap

Problem to solve

Currently each row of the Roadmap can only support a single Epic bar. For users who have many Epics, the Roadmap view becomes very tall, requiring a ton of scrolling and makes viewing/mapping the sequence of work difficult, driving them to open multiple tabs for the epics, or different roadmap views.

As a User of a Roadmap,

I need to easily see sequence of epics and work (planned and in flight,

So I can understand current state and make decisions going forward.

Proposal

Enable our Roadmap to have multiple items per row, so we can shrink the size of a Roadmap, and allow for sequence mapping of epics and work.
