Remove dependency proxy menu entry when user can't access the page

When the dependency proxy is not enabled or the user does not have access to the page we still display a menu entry, that ends up in a 404 page.

We should remove the dependency proxy menu entry from Packages & Registries when the user does not have access to it or is not enabled
