Geo: Investigate External Diffs replication

External diffs are stored in a similar way as many other "uploads" "lfs objects" and "ci artifacts" are. That means the way to handle a replication should be similar.

It looks like we are not replicating External Diffs today.

We should replicate it similar to how we do the other mentioned items above, as well as enabling the replication when stored in a Object Storage
