Problem to solve
Customers who are running GitLab as a service for their tenants would like to have a dashboard that compares the DORA metrics (Insights, CI/CD and Value Stream) between tenants projects and Sub-groups, that will help them to benchmark and communicate the performance of these tenants and help optimize the overall organization DevOps maturity.

Be able to view and compare projects/groups DORA metrics. For example, on the group level, a user can select what projects to include in the insights dashboard, and the page can show projects metrics side by side in one dashboard.

Proposal
Add a new option under Analytics called "Compare" where user can select the projects and type of metrics and the outputs can be shown side by side.
