Raw HTML displayed in "Selected issues" dialog

Summary

Raw HTML is being displayed to the end-user. It shouldn't.

I've noticed it on 12.2.5-ee. I have not tried any other version, and I don't have a repository where you can reproduce it.

Steps to reproduce

1. Go to /planning/-/boards inside your gitlab repo.
   1. Go to a project where you have rights to add issues to a board.
   2. Go to Planning → Boards.
2. Click on Add issues.
3. Inside the modal dialog, click on the tab Selected issues.
