[Engineering] Don't default to TRUE for the setup for company question

On the group creation page, there is now a new question: 'Who will be using this group?' This questions default to 'My company or team'. This might skew the data for people who do not care to change this setting.

This is especially important, because it overwrites the setup_for_company value for the user, if they haven't answered that question before when signing up (mostly accounts created more than 1.5 years ago).
