Prepopulated project for recently used projects are not showing

We are seeing some incompleteness and results missing with the product dropdown for recently viewed.

In this example, the gitlab-org/gitlab project should be the first or one of the first shown.

This example is from the Issue addition inside an epic, but would likely occur in other examples.
