Support email sending via Microsoft Graph API with OAuth2

Based on this issue it appears that we support OAuth authentication for incoming emails in to GitLab, however we only support GitLab to SMTP server connection only with username/password credentials.

Feature Proposal: Enable GitLab to connect to SMTP sever via OAuth.
