Summary

No quick actions in milestone description textarea. Due to this, cannot add or modify time tracking.

(Note that quick actions work fine elsewhere, such as in issues and merge requests.)

Steps to reproduce

1. Create a milestone or edit an existing milestone's description.
2. Notice quick actions are not available.

Quick actions are not supported. Cannot add or modify time tracking.

Quick actions are supported. Can add or modify time tracking.
