Graphing test results over time

Problem Statement

Gitlab users cannot make process changes re: testing/development if they cannot see changes in metrics / build results over time (code coverage, quality, load test results, etc.)

Reach

We believe this can impact all (10.0) gitlab users as code coverage is available to all users and changes over time are of interest.

Impact

We believe that this will have a medium (1.0) impact to users.

Confidence

This is a highly popular issue with >60 upvotes from the community and was originally requested over 3 years prior to this validation issues' creation. It has been some time since there was activity in this issue outside of Gitlab but we still have medium confidence (80%) in this being a real problem for users.

Effort

We believe we can deliver an MVC to solve this problem with the Testing Team over 2 milestones (5).
