[🎨Design] Explore adding an additional row to the board header

Challenge

The Board header has many options within one horizontal row. This is causing a few issues:

• The search bar is included in this row, causing it to vary in width and sometimes be so narrow that the filters are hard to read.
• Some options should be more logically grouped to improve usability and allow for flexibility if more options are added.
• Some options, for example New board, are not very discoverable.
• The title of a board is often truncated and hard to read because it is within a dropdown

Risks

• The board title/board picker dropdown is used for switching to another board
• There is not true navigation or dashboard for all boards in a group or project

Ideas

• Group "global" board actions into another row, and current board actions into another
• Provide some type of Board options dropdown
• Prove an MVC of a Board dashboard to allow for more logical switching and exploring
