More options icon is misaligned in monitor dashboard

Summary

More options action dropdown icon is misaligned. The icon is right next to the title instead of floating onto the right side of the chart panel.

Steps to reproduce

1. Create a project with autodevops enabled and navigate to the monitor dashboard Project > Operations > Metrics
2. Notice the more options icon in any chart panel is placed next to the title.
