Web Editor and Web IDE don't use configured timezone. Always in UTC

Summary

Regardless of what is configured from the host (System timezone) or rails timezone configuration. All commits will be in UTC.

Steps to reproduce

# Verify system timezone
timedatectl set-timezone America/Denver

gitlab_rails['time_zone'] = 'Mountain Time (US & Canada)'

Restart/reconfigure and create a new commit via the UI or WebIde
