Problem to solve

new installations (instances) don't have an SPDX license library until after 24 hours and the script runs. also there may be error cases when the script does not run.

we should communicate the state to users letting them know there is no default license library available, check back in a day, and if problem persists reach out to support. (and/or can users just force run it?)

The Pipelines Licence Compliance E2E test is to be de-quarantined for persistent environments (Staging/Prod/Canary/Pre-Prod). As an iteration, for non-persistent environments, add an E2E test to check for the shown SPDX message on fresh installs (master/nightly/orchestrated)
