Examine effort in switching to OpenSSL 3.0
OpenSSL 3.0 is now available, as of Sep 7th 2021. This new version has official support once again for the FIPS module, unlike the 1.1.1 series.
This means we may have an easier path towards FIPS compliance, by being able to redistribute this binary versus linking against system provided versions (which then vary based on the system) In addition, this means we may be able to make our standard packages FIPS compliant, instead of having to create a separate set of packages.
