Hosted Gitlab does not offer the ability to Super-Admin Globally Block all email notifications
Problem to solve
We use hosted gitlab, on gitlab.com/[ourName]. All our engineers are tasked and communicate through Gitlab. The bad thing is that Gitlab sends email notifications, which can be disabled at the user/participant level, but not on my CTO level. I would much welcome the ability to do that, in order to ascertain that no sensitive information is ever disseminated through email. I read in a one year old FOSS Issue that this feature has been developed, see here, but it is not present anywhere in my control panel.

A project Maintainer and/or Gitlab account Owner should hold final authority and means within Gitlab to override the Email Notifications feature, and be able to globally disable them.
Proposal
Maintainers and/or Owner should have an options inside Settings > Notifications, to select GLOBAL Disable all email notifications.

What is the type of buyer?
In my humble opinion, any and all CTO would want this. I see zero value for CTOs in having email notifications: It's a systemic security risk.
