Approach to upload the file to package registry [Spike]

We want to allow users to upload the corpus files to the package registry via UI. Identify the right approach to do so.

We have the following 3 options:

1. We will first have to upload the file in the tmp folder on the server and then to the registry. This could lead to a memory issue on the server as the corpus are big files.
2. Give the upload URL of the storage service to the front end for directly uploading the file.
3. Directly use the endpoint to upload the file to package registry https://docs.gitlab.com/ee/user/packages/generic_packages/index.html#publish-a-package-file
