Problem to solve
A GitLab Premium customer requested this feature. (GitLab team members can read more in the support ticket.)
The metrics report feature allows customers to construct a custom set of metrics, and measure if those metrics are changing as a result of their code changes.
The report is an artifact, and it's rendered when a merge request is open.
However, it's not rendered in pipelines. This means developers can easily see the effect of their changes on the metrics at the same place where (JUnit formatted) tests may also be displayed, without browsing to the MR page, or even without having a MR at all.
Customers who aren't using merge requests cannot check between 2 pipelines whether metrics have changed or not.
