Use license information from Gitaly and drop Licensee

When Gitaly provides all license information, with the change of gitaly#3782 (closed), we can use that instead and drop the use of the Licensee gem.

This will make Gitaly the SSOT and would make incidents like gitlab-com/gl-infra/production#5478 (closed) become highly unlikely.
