Create Vue component/graphql for group callout dismisser

  I am aware of user_callout_dismisser, but I see modifying this to work with graphql to be an iteration to this change which is a copy + extension of how axios is used in customize homepage banner

• Add group callout dismisser component (!169515 - merged) is in draft that is a first attempt at this.

• we should also update the docs: https://docs.gitlab.com/development/callouts/

Once this is finished, a follow-up for a project dismisser variant should be created.
