Add metric image uploading to Alerts

Problem

As part of usability testing in ux-research#1582 (moved), we discovered that the metrics tab on alerts is essentially unusable right now.

Metrics that were generated from the metrics dashboard used to show up in the metrics tab on alerts. But, since alerts have now been deprecated on the metrics dashboard, they don't appear to show up on alerts anymore, either. This means we have a tab on alerts, which never has any content 😬

People wanted to immediately view the metrics when triaging the alerts. How can we make this tab more usable?

Proposal

Since we don't yet have a good idea of how difficult it would be to embed metrics provided in the alert payload, we could start by introducing the "add a screenshot" functionality from the incident metric tab to the alert metric tab. This will ensure that the tab is at least useful, and that the experience is consistent with incidents while we work towards actually displaying metrics in the metrics tab, as originally envisioned.

This work will include the following two pieces:

  • Introduce the "add a screenshot of the metric" functionality from incidents into alerts, so the tabs on alerts and incidents both behave the same way
  • If a screenshot of a metric is added to an alert, that screenshot should automatically populate in the incident, but not visa versa!

For reference, this is the functionality from the incident page that we'd propose adding to the metrics tab on the alert page:
