Pending merge request comments get displayed below every collapsed section

When commenting on an unchanged line in a merge request, the pending note appeared after every collapsed section:

In this screenshot I commented on L19 of the visible file.

This happened in !68861 (merged) in the parallel view, hiding whitespace changes (not sure if these properties are related to the bug).

After submitting the review, the comment did not appear.
