Make sure that Gitlab Migration could be disabled via admin
With ~"Importer:GitLab Migration" growing in maturity and considering (future) possibility to import projects it makes sense to give admin ability to disable import via admin interface like other importers:
Right now this could be achieved by flipping feature flag, which will be gone sooner or later and having consistent importers experience will be beneficial for our users
