Premium notices in Jira integration/settings pages can be misleading
Problem
While reviewing a docs MR, we noticed that the placement of 'Premium' notices in the GitLab UI can cause confusion, because it looks as if the entire Jira integration is for Premium users only, and not just the specific Jira feature it's referring to.
For example, on the Jira project integration page in GitLab, there is a notice under the View Jira issues in GitLab section that you need to upgrade your plan to enable this feature. However, because of its placement directly above the Save changes button, it looks as if the notice applies to the whole page.
