Don't create a ToDo when I create an MR and assign it to myself

Release notes

In previous GitLab releases when creating an MR and assigning it to yourself a ToDO was created. We didn't think this was necessary to inform yourself of your own actions so we removed the notification.

Problem to solve

A generate superfluous ToDos when creating MRs that I intend to merge myself.

Proposal

Don't create a ToDo when assigning an MR to yourself.
