Add Staging Canary QA pipeline config

The issue is to explore adding QA pipeline for Staging Canary similar to what we have on Canary/Prod using a specific cookie:

• Create new jobs in https://gitlab.com/gitlab-org/quality/staging-canary for smoke/reliable tests
  • Trigger blocking Smoke and Reliable suites in staging-canary AND staging
    • Provides some level of migration/component change failure mode coverage
• Add full QA suite to staging-canary (non-blocking)
• Validate that pipelines are running correctly
• Add pipelines to Scheduled QA test pipelines documentation
  • Will not be merged until activated in deployer (gitlab-com/www-gitlab-com!93884 (merged))
