Fetching approval rules fails for every merge request
Summary
After the migration from 14.1.3
to 14.2.3
, when editing a merge request,
I get an error An error occurred fetching the
approval rules.
Seems to be related to #338804
These issues gitlab-foss#60851 (closed) #11727 (closed) also showed the same error, but they are long closed so they might not be related at all.
Steps to reproduce
I run gitlab using the official Docker images (FREE tier)

I upgraded a few days ago gitlab from
14.1.3
to14.2.3

What is the current bug behavior?
When editing a merge request, you get an error An error occurred fetching the approval rules.
When you scroll down and click on the Approve rules link to open the rules, you get only a spinner and nothing happens.
When I open the chrome dev tools, I cannot see any failing request or any error message on the console.
What is the expected correct behavior?
The error message should not be there, the set of approval rules should be displayed.
Relevant logs and/or screenshots
Executing tail -f logs/gitlab-rails/production.log
does not show any
error/exception when I press F5.
