Slack notifications fails to send to multiple channels

Summary
I set up slack integration with intention to target multiple channels based on the repo activity ( notes, merge requests, etc ). I have found that the channel overrides don't seem to work and the main channel only receives the messages.

Possible fixes
- For GitLab.com, this bug is addressed with the GitLab for Slack app, which now supports configuring and managing notifications.
- For self-managed users, we'll be adding self-managed support to our GitLab for Slack app in Slack application integration for self-managed ... (&1211 - closed). This bug will remain open until that issue is closed. I can't add a blocking relationship for an epic so using a child issue (Generate Slack app Manifest File for Self-Manag... (#358872 - closed)) as the blocking issue to close this bug.
