As part of the UX Scorecard recommendations, it is extremely painful to remove a large number of runners from the UI. You have to do it one-by-one, and for those who have thousands of runners, it would take forever. We are aware that there are many stale runners sitting around that would need to be cleaned up as well. We will enable bulk deletion from the UI, starting with the admin view.

User experience goal
Allow for users to quickly and easily delete runners, whether they filter through the data or not.
Proposal
Add the ability to bulk delete runners into the admin view table. This only includes selecting multiple runners not selecting the page.

Further details
We know that many users are dealing with thousands of runners and would like this to be automatic. In the future, we should provide the ability for configuring "cleanup" for runners, removing the necessity of manually deleting them.
