Align the Group and Instance views of runners

Description

As part of the UX Scorecard recommendations, it is confusing and has a negative impact on learnability to have the Group view for runners 1) hidden within Settings>CI/CD and 2) presented inconsistently with how runners are viewed at the instance level. They should be more consistent, especially considering navigating between the admin view and group view is a probable flow for Priyanka.

Proposed solution

Once design iterations are completed for the admin view in #299509 (closed) and #299758 (closed), and Group runners are elevated from Settings #19819 (closed), we should apply similar updates to the Group view. This may include:

• Updating data in the table to show more columns
• Make the statuses more consistent with the admin view, whether that means we continue using the icons that we do in the group view today or not
• Updating runner detail view to contain consistent data
